Instructions
1. Grill or sear the beef until medium-rare. Let it rest, then slice thinly.

3. In a small bowl, mix the lime juice, fish sauce, soy sauce, sugar, chili flakes, and water to make the dressing.
4. Add the sliced beef to the large bowl with vegetables. Pour the dressing over and toss well.
